Ayase used it when two people were kind of spacing out. But I think its one of those things like, if you're a native then its okay for you just because they assume you did it on purpose. People were worried that they were hearing a ghost on the other end of the line, and not an actual person.  Since, supposedly, a ghost cannot repeat what you say, people would say “moshi moshi” to confirm that they were talking to an actual person.
